The Faculty of Maritime Studies and Transport of the University of Ljubljana is a higher education and training institution engaged in educational, scientific and research work in the fields of maritime studies, transport and logistics. 

 

University of Rijeka, Faculty of Maritime Studies (Croatia)
University of Rijeka, Faculty of Maritime Studies (PFRI) is the oldest Maritime Education and Training institution of higher education in the Adriatic area. Faculty of Maritime Studies’ academic staff offers scientific expertise and experience in maritime safety, navigation, marine electronics, marine engineering, marine power plants, economics of transport, shipping and port economics, transport logistics, transport technology, port operations, maritime law, law of the sea, verbal maritime communications, etc. The Faculty carries out maritime education & training, projects and feasibility studies for the Croatian Maritime Administration, shipping industry, ports, and R&D in the maritime industry. The faculty offers the following programmes, in line with the current trends and needs of the shipping industry. It offers the possibility of interdisciplinary research and innovation in the fields of ICT, Maritime Transport, Logistics, International Trade Law, Maritime Economy and Engineering, Environment, as well as the implementation of new ICT learning technologies. Knowledge acquired in participating in EU-funded projects and other national scientific and commercial projects is one of the Faculty’s great assets that would be of great benefit to future project activities. As an educational institution has great experience in maritime education and training of seafarers employed on merchant vessels and ashore. It educates students at three levels: undergraduate, graduate, and postgraduate. At the undergraduate level, students are trained for the highest positions on board in accordance with the STCW Convention, while at the graduate level, students are educated for different positions on shore.

Novia University of Applied Sciences (the legal name Ab Yrkeshögskolan vid Åbo Akademi) is the largest Swedish speaking University of Applied Sciences in Finland. Novia offers multidisciplinary higher education with a practical orientation, training professionals for expert and development posts based on the requirements of working life and its development.  In its areas of strength, Novia is a pioneer and an international university, via cooperation agreements abroad and internationalization at home. The Faculty of Technology and Seafaring provides Bachelor and Master level education for maritime professionals. Novia´s training center Aboa Mare arranges short courses for shipping companies, authorities, maritime industry companies and other stakeholders. Aboa Mare and Novia UAS are part owners of a training center in the Philippines, Giga Mare. The instrumentation is genuine, of highest quality, and constantly upgraded. Maritime simulations and smart shipping technologies are also their focus in all R&D activities. Their research team combines both strong knowledge of maritime operations, maritime safety and expertise in developing and testing simulation tools and intelligent solutions for shipping. They are a part of the Fraunhofer´s family – the world´s largest applied research community. Through the Fraunhofer Innovation Platform for Smart Shipping, we provide versatile prototyping and testing services for the maritime industry.

 

University of Montenegro, Maritime Faculty Kotor (Montenegro)

The University of Montenegro (UoM) is the oldest and the largest higher education, scientific and artistic institution in Montenegro. Numerous agreements and programs in which UoM takes part, enables mobility without barriers in the European Higher Education Area (EHEA) for students, teachers, and administrative staff. Studies at UoM are organized at the level of undergraduate, master, and doctoral studies. For years, UoM has participated in ufunded projects, either in the capacity of partner or coordinating institution. The development of lifelong learning programs, e-learning, and the implementation of innovative learning methods have as the goal constant market adaptations and expert training for both students and teachers. Maritime faculty Kotor is a member of UoM and has about 65 years of tradition in educating students in different maritime fields, as well as in training of professional seafarers. At the Faculty, due attention is given to the education of future and training of active seafarers according to international standards set by International the Maritime Organization (IMO) and its STCW Convention. The Faculty has modern marine simulators for the education and training of seafarers, as well as several highly-equipped laboratories for air quality monitoring, marine environmental protection and management, marine fuel testing, marine electrical engineering, offshore operations and technologies, and underwater archaeology. The Faculty has extensive experience of participating in and coordinating EU co-financed projects including programs such as TEMPUS and ERASMUS + capacity building. 

 

Chalmers Tekniska Hoegskola AB (Sweden)

Chalmers Tekniska Hoegskola AB is one of the oldest universities in Scandinavia. It conducts research and education in technology and natural sciences at a high international level. The university offers education in engineering, science, shipping and marine technology and architecture. With scientific excellence as a basis, Chalmers scaffolds knowledge and technical solutions for a sustainable world, with scientific depth and interdisciplinary breadth.  Its researchers, instructors and doctoral students conduct research into everything from the smallest building blocks of matter to systems biology and food products, to climate issues, traffic safety and distant galaxies. Research is carried out in close collaboration with industry and the public sector, ranked as number one in Scandinavia and number three in Europe in CWTS Leiden Ranking. The EU’s biggest research initiative – the Graphene Flagship – is coordinated by Chalmers. Chalmers is also managing the development of a Swedish quantum computer. Chalmers is a member of the International Association of Maritime Universities (IAMU) and the largest Maritime Education and Training Institution (MET) in Sweden, catering for four undergraduate programmes, two Master’s programmes and cross-curricular openings for doctoral studies. Chalmers Department of Mechanics and Maritime Sciences has a traditionally close research collaboration with the Swedish Maritime Administration, the Port of Gothenburg (largest port in Scandinavia) and all larger Nordic shipping companies such as Maersk, Wallenius, Sirius, Stenaline, with utilisation, national and international development as synchronized common goals between the industry and academia.

Ministrstvo za infrastrukturo, Uprava Republike Slovenije za pomorstvo (Ministry of Infrastructure, Slovenian Maritime Administration – SMA) is a state body within the Ministry of Infrastructure. At the SMA, they perform administrative and professional tasks in the field of maritime affairs and port infrastructure, monitor order in ports, other parts of the territorial sea and inland waters. SMA covers maritime safety, including maritime pollution prevention. It is in charge of maritime search and rescue (SAR), port and navigation surveillance and aids to navigation. They also carry out inspections of the implementation of regulations in the field of maritime transport and port infrastructure, as well as the implementation of regulations governing inland navigation. The SMA is the national competent authority in cooperation with EMSA (European Maritime Safety Agency), for the SSN (SafeSeaNet), CSN (CleanSeaNet), LRIT (Long Range Identification and Tracking), CNTA (Consultative Network on Technical Assistance), THETIS (Port State Control Information System), IMDATE (Integrated Maritime Data Services) and STCW-IS (Information system on STCW) project/systems. SMA is representing two of the user communities of CISE – maritime safety (including VTS and search and rescue), maritime security and prevention of pollution caused by ships, and marine pollution preparedness and response. Experienced professional staff of SMA perform daily »ship-shore« communication through audio, video and other systems with stakeholders in maritime environment in order to prevent accidents, marine pollution, supervise the safety of navigation, the performance of maritime traffic, maintenance of facilities for the safety of navigation and waterways. 

 

Fintraffic – Fintraffic Vessel Traffic Services ltd (Finland)

Fintraffic Meriliikenteenohjaus Oy (Fintraffic Vessel Traffic Services ltd.) belongs to the Fintraffic Traffic Management group which is fully Finnish government own special assignment company. Fintraffic’s Vessel Traffic Services (VTS) provides vessel traffic services to merchant shipping and other marine traffic and maintains safety radio operations. VTS monitors maritime traffic 24 hours a day, every day of the year. Its mission is to ensure safe and smooth maritime traffic and to protect the marine environment. VTS informs vessels about other traffic and matters which affect vessels’ safe navigation, such as weather and ice conditions and defective aids to navigation. VTS also organizes traffic and gives navigational assistance, when necessary. In addition, Fintraffic´s Vessel Traffic Services maintains safety radio communications along the Finnish coast as well as distress and safety radio communications in the Saimaa deep water fairway. Fintraffic VTS is actively working and contributing to related international organizations like IALA. Fintraffic VTS has a comprehensive approach to the development of VTS operations and maritime transport logistics. In the project, Fintraffic VTS brings significant know-how and participates in the evaluation of the project’s products, as well as communication, dissemination and implementation. Fintraffic has ongoing in-kind development on the areas of maritime communications and automation of marine VHF-voice communication.

 

Swedish Maritime Administration (Sweden)

The Swedish Maritime Administration (SMA) offers modern and safe shipping routes with 24-hour service. They take responsibility for the future of shipping. SMA is a governmental agency and enterprise within the transport sector and is responsible for maritime safety and availability.  The Swedish Maritime Administration’s primary mission is to promote favorable conditions for the maritime sector in Sweden and for Swedish shipping. This includes: promoting safe, environmentally sound and efficient shipping; meeting the needs of the maritime sector for infrastructural services in the form of sea routes, pilotage, icebreaking, nautical information, communications and service; managing maritime and aeronautical search and rescue operations; safeguarding the competitiveness of the Swedish maritime sector. SMA is the Swedish prime or supporting representative in many maritime international organizations like the International Maritime Organization (IMO), the International Hydrographical Organization (IHO), the International Association of Lighthouse Administrations (IALA), Helcom as well as driving standardization forward in the International Electrotechnical Committee (IEC), the International Standardization Organization (ISO) and other bodies. SMA does also have vast experience in participating and leading different Infrastructure, Development, Research, Innovation and capacity buildings projects within EUs different initiatives such as CEF, InterReg, Horizon Europe and Motorways of the Seas focusing on a wide variety of goals within areas as safety of navigation, environmental protection, Ship Shore interaction, Digitalization, Infrastructural construction, welfare of mariners and gender equality. 

 

Administration for Maritime Safety and Port Management (Montenegro)

Uprava pomorske sigurnosti i upravljanja lukama (The Administration for Maritime Safety and Port Management) is a national competent authority for: AIS (Automatic Identification System), EU LRIT (Long Range Identification and Tracking), CleanSeaNet, SafeSeaNet and VTMIS (Vessel Traffic Monitoring and Information Systems) in Montenegro. Organizational units through which the AMSPM perform the activities connected with its area of responsibility: seaworthiness of ships and other navigable vessels, prevention of pollution from navigable vessels, safety of navigation and life at sea, VTS, collection of hydrographic, oceanographic, and meteorological data and their transmission via radio, and transmission of Notices to Mariners regarding conditions on navigable waterways; organization of search and rescue at sea, regulation and maintenance of navigable waterways and
maintenance of marine signalling objects, registration in and renewal and deletion of yachts from the Register of Yachts; preventive and corrective maintenance of the complete infrastructure and technical system of the Department. In terms of the maritime sector, the basic activity of AMSPM is to ensure conditions for, and actual performances of tasks stemming from the international obligations that Montenegro has agreed to by signing conventions, agreements, and protocols, related to the safety and security of navigation in the area of responsibility.

The Norwegian Coastal Administration (NCA) is a national agency for coastal management, maritime safety and preparedness against acute pollution. The Coastal Agency is under the Ministry of Trade and Fisheries. The NCA’s most important tasks are: development and maintenance of fairways, development and maintenance of marine aids to navigation, Vessel Traffic Services (VTS), pilot services, messaging services and navigation warnings/alerts, state preparedness against acute pollution, development and implementation of transport plans, and International Ship and Port Facility Security (ISPS). The Coastal Agency’s vision is to develop the coast and sea area into the safest and cleanest in the world. The NCA currently operates 5 VTS centres located at Horten, Kvitsøy, Fedje, Vardø and Brevik monitors also Kinn area. The NCA is divided into functions or operational areas of expertise, which include: the development of training programs for NCA VTS operators in accorfdance with international standards such as IMO and IALA, the development of training material for the VTS- courses, the development of transport, port and shipping, the administration and management of physical infrastructures, the development of navigation technology and maritime services, the administration and operation of digital infrastructures, the monitoring and management of traffic and pilot regulations, the development of environmental preparedness, the prevention and containment of the damaging effects of acute pollution, the development of pilot services, the safeguarding of traffic at sea and protection of the environment by using pilots on board, and the provision of the vessel’s crew with the necessary knowledge of the fairways.
